What @Hogrider said. If someone says they can do it "cheap," run a mile. Quality tattoos aren't cheap. Also, not every tattoo artist will be comfortable tattooing scar tissue. Check around and ask a lot of questions if you find someone.

It is still healing. But if it is blown out? There is nothing you can do about it. Just enjoy your tattoo and get on with your life.

Our state shut all tattoo shops this week. I really feel for tattoo artists right now.

Things happen. Hassling the artist isn't going to make him or her in a huge hurry to get back to you. Just leave it. Let them get well. There are lots of bugs going around at the moment. Also, they did YOU a favor by not making you sick. So calm down.
