I personally don't care for this style of tattooing, but I'm curious to hear what the rest of you think. To my untrained eye it looks like it's applied decently enough, but I suspect the "no outline" thing won't age with dignity...
If you're going to reproduce old art as a tattoo then find a tattooist who is very good at photo realism.
On the other hand, if you're looking for a one-of-a-kind piece of art - then don't even think about a "design service". A truly good artist will make a truly good design and then be interested in tattooing it. A large percentage of tattooists who might try to reproduce someone else's original work of art will do so only because they're hungry - not necessarily because they are capable.
Tattoos take 4 - 6 weeks to heal. I'd skip the hustle butter and all of the other tattoo specific concoctions. Cocoa Butter is way cheaper and works just as well. I've healed well over 250 hours of tattoos using coca butter and never had a problem. Three times a day is too much. Too little is better than too much. Your skin needs to breathe. It looks like it's healing fine.
