Is my tattoo scarred or still healing?

The original tattoo I had done was completed at the end of July. It did everything a normal tattoo would do, it peeled and after about a month and a half, the tattoo was level with my other skin. In mid September I went for a touch up where the artist added this new leaf (on new skin), and touched up a few other spots. It's now almost 2 and a half months later, and this leaf has not peeled on any of the spots where he did the touch ups. They are all still raised, shiny and slightly scaly. Is it possible that this is still healing?
