Tattoo artist design

Can anyone complete this design? I need some ideas. This was a coverup that went wrong. Any ideas on where to go with this tattoo? I am okay with color and love the watercolor designs.

several laser treatments will get it back to where you can fix it. 

Once that's done, stop going to the cheapest alternative.

You can't cover over that big black tattoo with a water color tattoo. As @SStu suggests, start some laser treatments. This isn't going to be fast or cheap to fix. DON'T hurry, find someone really good at coverups and be prepared to spend some serious money. If you don't, you'll make an even bigger mess.

That is a big honking black tattoo on some really delicate skin in a really public spot, so it's going to take someone really good to do something with it. Good aint cheap and cheap aint good.

To gently reinforce...be patient. Laser is going to take several treatments spaced 2 months apart to even potentially get it light enough for any cover up.

The artist that did this told me that the plan was to go behind this with white and put color around it. Will this work?

How do you "go behind" a tattoo? 

If you have an artist, a design and a plan, why are you asking for more opinions here? Do you have a sketch of what the artist is trying to do? Any links to his work?

You said this was a coverup that went wrong. It doesn't sound like it's done so what went wrong?

Yeah, honestly with what you've got there I'm highly suspect of the "artistry" in your tattooist. Let's see a link to his/her work.

The artist said that it wasnt done yet but I'm honestly worried to add anything else to it. I brought in a template that I wanted to use but it wouldn't fit with my previous tattoo. (I will include before and after photos). As far as going behind the tattoo, I had the same thoughts as you do. How do you go BEHIND it? It is peeling now. 

She says that she has seen white put on black tattoos a million times. Will that work?

Just my opinion, but I would let that heal for a couple of months and start looking for someone experienced in coverups. It's going to take time, laser and money, but I think you can save that.

white on black is a thing - and can be good applied by the right artist, but the application of the cover that's there so far isn't good, so I wouldn't have any confidence that she's going to be able to fix this . . .

Not this exactly but this is just the colors and sort of design I think I could put inside with the white.

That isn't going to work in a space that small. As everyone has told you, live with it as it is or laser it until it can be properly covered.

Please don't take this the wrong way, but there's an old saying... "you can't polish a turd."  Maybe it'd best to just let it go, mark it up experience and get what you really want from a good artist on a different location.

This design coming out of what you’ve got now....that’s not gonna happen. That’s being unrealistic.

putting white over solid black is not going to be as vivid as you are thinking,it will be very lightly subtle at best.

it will never look like that reference picture you posted.
