Hey...it's doubtful that you can get either of those images on your upper back. Those are full back images, even simplified. No real way to estimate prices but you are looking at 60 hours (?), maybe more (?) of work. Any artist that can really pull that off is going to be expensive. Think thousands.

Oh and tattoos are not fine art paintings, so get your expectations in line....:)

@Gingerninja nailed it. It’s not going to look like your examples and you won’t get a quality job done for less than ten grand, most likely much more. Any money saved on the artist will be spent later on laser removal.

Yeah, no. Those aren't tattoos you can get in a short time or on the cheap. They will also look absolutely nothing like those paintings.
