I think Kim-Anh Nguyen (aka @bleakandblue) has only been tattooing for 2 years, which seems impossible. But in this interview from March 2012, she says she's only been tattooing 6-7 months.

@MadeIndelible, thanks for thinking of me in any capacity. Not sure if I'm killing it yet... Hope to be maiming it in the next few years!

In terms of someone killing it, my friend Stewart O'Keefe of Bullman's Tattoo in Limerick, Ireland is fantastic. He was destroying lettering before he even started tattooing. I was very happy to get one from him over the summer while visiting my fiancee, although I don't seem to have a decent photo anywhere.

Alex Zampirri at Heart and Soul Tattoo isn't doing too shabby.

His stuff is super bold and I like his lettering. Plus, he's always doing flash sheets based off bands I like. I don't think his shop is too far from me, so I'd like to get tattooed by him sometime.

He's only been tattooing a really short time. Not even sure if he's on his own or still apprenticing. If I was ever in the area, I would get something from him, though.

i second this, got tattooed by hiroshi at 3 tides osaka last year. he's so meticulous and deliberate, it shows in his work. super nice guy and i was shocked to find out he relatively new at tattooing.
