Its not going to remove a tattoo because its a bleach. The best you will get is tattoo that has faded some. Needles put tattoos deep into the skin. No miracle cream is going to fix that.

... unless they apply it with a belt sander with 60 grit paper....

Hahaha @Colored Guy. What would make it even better is scrubbing the area with a metal bristle brush (like the ones used to clean grills), rubbing the cream in, letting it sit, then belt-sanding with the cream the next day ;)

some people just can't get enough pain

I saw a tattoo being removed in a Navy hospital once "the old fashioned way" by dermabrasion with a rock salt paste. The poor guy had blood pouring down his arm (the tattoo had been on his shoulder). A corpsman was making a paste of rock salt and some fluid (saline, probably), applying it with a gauze pad and then scrubbing off layers of skin with it. They said it would take 3 to 10 sessions to fully remove it. Of course it left scarring. An old chief was standing over them threatening the sailor if he let out a whimper. One of the reasons I waited until I was almost 62 to get my first tattoo!
